2.- CONDICIONES GENERALES
2.1. Fecha de producción
Cada sección a concurso estará compuesta por un número aproximado de 10 títulos, producidos a partir del 1 de enero de 2010 y no estrenados comercialmente en España, que competirán por los premios y galardones concedidos por el festival, sin perjuicio de que hayan participado en cualquier otro festival español o extranjero.
2.2. Duración
La duración máxima de una película para participar en la sección de cortometrajes será de 15 minutos.
La duración máxima de una película para participar en la sección de cortos on-line será de 5 minutos.
2.3. Categorías Excluyentes
La misma película sólo podrá optar a una categoría competitiva. En caso de error en el formulario de inscripción, la organización asignará la categoría que considere pertinente.
2.4. Formatos de proyección
Los formatos de proyección para participar en FANCINE serán los siguientes:
Para los largometrajes: 35 mm o betacam digital (digibeta).
Para los cortometrajes: Archivo digital en alta definición (HD) con códec H264, a una resolución mínima de 720p.
Para los cortos on-line: Archivo digital en formato MP4, MOV o FLV de un peso no superior a 200 Mb.
En ningún caso se aceptarán cambios de formato de proyección de última hora.
2.5. Subtitulación
Las películas seleccionadas tendrán que ser remitidas, rigurosamente, en versión original con subtítulos en español. Los cortometrajes están sujetos a la misma condición, a menos que sean sin diálogos o no sean necesarios para la comprensión de la obra. En el caso excepcional de que una película sin subtitular sea seleccionada, se requerirá la lista de diálogos en inglés con los códigos de tiempo en formato .doc, .txt o .rtf.
Para la sección de cortos on-line no se seleccionará ninguna película sin subtítulos.
2.6. Materiales
El material enviado a efectos de inscripción no se devolverá a los participantes, y será destruido. La persona que realice la inscripción de la película debe estar autorizada por quien posea los derechos de distribución de la misma y no podrá retirar su copia del festival.
2.7. Derechos de exhibición
Las productoras o distribuidoras titulares de los derechos de exhibición de las películas cederán los mismos durante el tiempo de celebración del FANCINE.
Asimismo, quienes deseen optar al premio on-line de cortometrajes, autorizan al festival a exhibir sus obras en la web www.fancine.org y www.fancine.eu durante el periodo de votación del concurso.
3.- INSCRIPCIÓN DE LAS PELÍCULAS A CONCURSO

Cortos on-line: 15 de junio de 2011
3.1. INSCRIPCIÓN TRADICIONAL
Documentación a presentar:
a) Una copia en DVD de la película, en sistema PAL, con subtítulos en español o en inglés (siempre que la versión original de la película no sea en español).
b) Formulario de inscripción oficial (disponible en www.fancine.org y www.fancine.eu) cumplimentado en todos y cada uno de sus apartados, impreso y firmado.
Esta documentación debe enviarse, antes de la fecha límite indicada anteriormente, a la siguiente dirección:

3.2. INSCRIPCIÓN ON-LINE
Documentación a enviar a la dirección info@fancine.org:
a) Copia Digital de la película en formato MP4 y MOV con subtítulos en español o en inglés (siempre que la versión original de la película no sea en español). Se recomienda utilizar una codificación H.264.
Este archivo deberá ser enviado mediante cualquier servidor de envío de archivos on-line: wetransfer, filedropper, megaupload, rapidshare, yousendit, etc. (la organización del festival recomienda wetransfer).
b) Formulario de inscripción on-line que contenga el enlace de descarga de la copia digital de la película.
La inscripción on-line quedará validada al recibir confirmación vía e-mail por parte de la organización.
4.-SELECCIÓN
Todas las películas presentadas en las diferentes secciones serán elegidas por el Comité de Selección, formado por diferentes profesionales del sector audiovisual.
Los fallos del Comité de Selección serán inapelables.
Aquellos participantes cuyas películas sean seleccionadas recibirán una notificación vía e-mail. Y en el plazo de 15 días naturales a partir del siguiente al de esta notificación, deberán remitirnos obligatoriamente la siguiente información:
§ Un tráiler en sistema PAL sin marcas de agua, a la máxima calidad posible, para la promoción y preparación del vídeo inaugural del festival.
§ Un mínimo de 5 fotografías de prensa (de la película y/o rodaje) en formato jpg y con una calidad mínima de 300 ppp (15 x 10 cm).
§ Una fotografía reciente del director en formato jpg y con una calidad mínima de 300 ppp (15 x 10 cm).
§ Biofilmografía del director.
§ 5 carteles con fines promocionales o archivo digital en pdf.
Las copias de proyección de las películas seleccionadas serán recibidas por el FANCINE hasta el día 10 de Noviembre de 2011 en la dirección del festival. En caso contrario, la organización se reserva el derecho de desestimar la selección y sustituir su participación por otra película.
La persona que inscribe la película declara estar autorizada por el poseedor de los derechos de distribución a prestar la copia de la película y no podrá retirarla del festival.
La organización del festival se reserva el derecho a rechazar una película, en caso de que la copia no ofrezca las garantías necesarias para una proyección de calidad.
5.- TRANSPORTE DE PELÍCULAS
LARGOMETRAJES: Los gastos de transporte de los largometrajes seleccionados correrán a cargo de la organización del festival. Los concursantes deberán remitir las copias a través de la empresa de transporte indicada por la organización.
CORTOMETRAJES: Los gastos de transporte, tanto de ida como de vuelta, de los cortometrajes seleccionados correrán a cargo de los participantes en todos los casos.
Paralelamente al envío de las copias deberá enviarse a la sede del festival, por correo electrónico a info@fancine.org, un aviso de expedición, dando cuenta del título del largometraje o cortometraje y especificando la fecha y el número de expedición de la mercancía.
Las devoluciones serán realizadas en el plazo máximo de treinta días a partir de la fecha de finalización del festival.
La devolución de las copias se hará a la dirección indicada en el formulario de inscripción. La organización no se hará responsable de las pérdidas o retrasos que pudieran derivarse de cambios posteriores en dicha dirección.
6.- JURADOS
6.1. Jurado Oficial
Estará compuesto por profesionales del medio cinematográfico y de la cultura, valorará las películas a concurso y otorgará los Premios del FANCINE – FESTIVAL DE CINE FANTÁSTICO. No podrán ser miembros del Jurado las personas vinculadas a la producción, realización, distribución o cualquier otra forma de explotación comercial de las películas a concurso.
El presidente del jurado será el decano de la facultad de Ciencias de la Comunicación de la Universidad de Málaga.
A este jurado oficial se incorporará un representante designado por la RTVA a los solos efectos del fallo del Premio RTVA a la Creación Audiovisual Andaluza.
6.2. Jurado Joven
Estará compuesto por alumnos de la Universidad de Málaga. No podrán ser miembros del Jurado las personas vinculadas a la producción, realización, distribución o cualquier otra forma de explotación comercial de las películas a concurso.
6.3. Jurado Popular
Estará compuesto por el público asistente a las proyecciones de las películas a concurso.
En el caso del premio al mejor cortometraje on-line este jurado lo compondrán los internautas que ejerzan su voto en el apartado de cortometrajes de la web de Fancine.
7.- PREMIOS
El Jurado Oficial otorgará los siguientes premios:
§ Premio Junta de Andalucía al Mejor Largometraje, dotado con 9.000 euros por la Consejería de Cultura de la Junta de Andalucía.
§ Mejor director.
§ Mejor actriz.
§ Mejor actor.
§ Mejor guión original o adaptado.
§ Mejor fotografía.
§ Mejores efectos especiales.
§ Premio Diputación de Málaga al Mejor Cortometraje Español, dotado con 3.000 euros por el Área de Cultura de la Excma. Diputación Provincial de Málaga.
§ Premio Ayuntamiento de Málaga al Mejor Cortometraje Extranjero dotado con 3.000 Euros por el Área de Cultura del Excmo. Ayuntamiento de Málaga.
§ Premio Universidad de Málaga al Mejor Cortometraje de Animación, dotado con 3.000 Euros.
§ Premio RTVA de Género Fantástico, dotado con 1.500 euros y un trofeo[1], otorgado a un realizador, director, guionista o productor andaluz; o a la mejor obra audiovisual en cualquiera de las modalidades a concurso.
§ Selección del Mejor Cortometraje Europeo Fantástico para competir por el premio MÉLIÈS DE ORO.
Los premios corresponderán íntegramente a la persona o empresa que tenga adquiridos los derechos de distribución en España de la película. En caso de que no tenga distribución en nuestro país, el premio se otorgará a la persona o empresa que posea dichos derechos para su distribución internacional. La distribuidora ganadora de un premio, o el productor en su caso, se compromete a incluir de forma clara en la publicidad que realice de la obra audiovisual una leyenda en la que conste la imagen corporativa del FANCINE – Festival de Cine Fantástico de la Universidad de Málaga (logotipo y denominación) y referencia expresa al premio obtenido.
Los premios estarán sujetos a lo dispuesto en la legislación vigente en materia de retención de I.R.P.F. Los premios en ningún caso podrán declararse ex aequo. El Jurado Oficial podrá conceder las Menciones que estime oportunas, de acuerdo con cualquier consideración digna de tenerse en cuenta.
El Jurado Joven, compuesto por jóvenes pertenecientes a la comunidad universitaria, otorgará los Premios:
§ Premio Jurado Joven al Mejor Largometraje.
§ Premio Jurado Joven al Mejor Cortometraje Español.
§ Premio Jurado Joven al Mejor Cortometraje Extranjero.
§ Premio Jurado Joven al Mejor Cortometraje de Animación.
Y, por votación popular:
§ Premio del Público al Mejor Largometraje.
§ Premio del Público al Mejor Cortometraje Español.
§ Premio del Público al Mejor Cortometraje Extranjero.
§ Premio del Público al Mejor Cortometraje de Animación.
§ Premio Vicerrectorado de Cultura al Mejor Cortometraje on-line dotado con 1.000 euros por el Vicerrectorado de Cultura y Relaciones Institucionales de la Universidad de Málaga. Este premio se asignará al trabajo que reciba un mayor número de votaciones en el apartado de cortos on-line del festival. En caso de empate entre dos o más cortometrajes, el presidente del jurado oficial tendrá el voto de calidad para resolverlo. La Organización se reserva el derecho de retirar de la competición aquellos cortometrajes que realicen uso fraudulento del voto.
Cada uno de los premiados por los distintos jurados recibirá un trofeo honorífico.
Finalmente, la organización del festival podrá otorgar tanto a obras como a personas otros galardones y reconocimientos de carácter honorífico no incluidos en estas bases, promovidos por la propia organización o por otras entidades con las que se haya establecido el correspondiente acuerdo.
8.- DISPOSICIONES GENERALES
FANCINE – Festival de Cine Fantástico de la Universidad de Málaga tendrá derecho a utilizar un extracto de todas las películas presentadas y aceptadas para su exhibición en el festival con fines promocionales.
El participante deberá indemnizar, y mantener indemne, a FANCINE de y contra cualquier y todo reclamo, responsabilidades, pérdidas, daños y gastos (incluyendo pero no limitado a los honorarios del abogado y las costas judiciales), que puedan ser efectuados por razón de cualquier reclamación relativa a derechos de autor, marca registrada, créditos, publicidad, y la pérdida o daño de los materiales de inscripción.
La inscripción o el envío de una película al festival, independientemente de la sección, implica la aceptación incondicional de estas bases. El Comité de Selección decidirá sobre todas las cuestiones no previstas en las mismas, así como podrá autorizar excepciones.

[1] El trofeo es una reproducción en bronce de la estatua El Dilema que es el símbolo oficial del Premio. La obtención del premio supone también la emisión de la obra en cualquiera de las cadenas de la RTVA, para lo que habrá de suscribirse el oportuno contrato de cesión de derechos de emisión por un período de tres años, sin exclusividad. La firma de dicho contrato por el premiado será requisito indispensable para el cobro de la cuantía del premio, que está sujeta a las obligaciones fiscales vigentes. El importe del contrato de cesión se considerará satisfecho con el pago del premio mediante transferencia bancaria. Así mismo, se recogerán en dicho contrato la cesión de los derechos de reproducción y distribución gratuita de la obra premiada en DVD de una edición limitada. Ver bases genéricas en www.canalsur.es.

2.- GENERAL CONDITIONS
2.1. Date of Production
Each competition section will be formed by 10 titles approximately, produced from 1st of January 2010 and not commercially screened in Spain. Films can compete for the Festival awards apart for their participation in any other Spanish or foreign festival.
2.2. Running Time
The running time of competing Short Films must not exceed 15 minutes.
For the on-line competition, the running time must not exceed 5 minutes.
2.3. Excluding Categories
The same film can only submit to one competitive category only. In case of error in the registration form, the organization will assign the category that deems appropriate.
2.4. Screening Formats
Screening formats to participate at Fancine are listed below:
Feature Films: 35mm or Betacam Digital (digibeta).
Short Films: HD digital file following encoding settings: video codec H.264, minimum resolution of 720p.
On-line short films: digital file in MP4, MOV or FLV format. The size of this file must not exceed 200 Mb.
Last minute changes of screening format will be rejected.
2.5. Subtitles
Selected films must be mandatory sent in original version with Spanish subtitles -in case they have dialogues-. Short films have the same requirement regarding Spanish subtitling, unless dialogue or commentary is unnecessary for comprehension and appreciation. In the exceptional event that an unsubtitled print is accepted, Spanish or English dialogue lists with time code .doc, .txt or .rft are required.
A non subtitled short for the on-line competition will not be selected.
2.6. Materials
The material sent to be submitted in the competition will not be returned to participants and will be destroyed at the end of the festival. The person responsible of the film submission must be authorized by who owns the distribution rights of the film and commits to not taking the film off the festival.
2.7. Exhibition Rights
Producers or distribution companies having the exhibition rights of selected films will transfer them to Fancine temporally (during the festival).
Besides, the submission for the on-line short section, authorize Fancine to exhibit the shortfilm on the website: www.fancine.org and www.fancine.eu as long as the voting period has not expired.
3.- FILMS SUBMISSIONS

July 15th, 2011 for Short Films
June 15th, 2011 for On-line Short
3.1. By ORDINAY MAIL
Credential to be submitted:
a) Printed and signed official entry form entirely filled in, (available in www.fancine.org and www.fancine.eu).
b) A DVD copy of the film (PAL system), with Spanish or English subtitles (only in case of sending a non Spanish original version).
All these documents have to be sent to the following address before the submission deadline:

3.2. BY ONLINE APPLICATION
Credential to be submitted at info@fancine.org:
a) Film file in format .mp4 and .mov with Spanish or English subtitles (only in case of sending a non Spanish original version). We strongly advise using the following encoding settings: video codec H. 264.
This file should be uploaded to any on-line server such us: wetransfer, filedropper, megaupload, rapidshare, yousendit, etc (the festival’s organization recommends wetransfer).
b) Online entry form indicating the link to download the film.
The online submission process will be completed when receiving a confirmation e-mail from FANCINE organization.
4.-SELECTION
All the films presented to participate in the different sections will be chosen by the Selection Committee formed by different professionals of the audiovisual area.
Decisions taken by the Selection Committee are irrevocable.
Who makes the submission of a Selected film will receive a notification by e-mail. In a period of 15 calendar days starting the following day after receiving the notification, they must send us the information listed below:
§ Trailer or promotional video material (in PAL system), without watermarks, at the highest quality as possible, in order to use them for cultural promotion and for the opening video screened at the inauguration ceremony of the Festival.
§ At least 5 press photos (of the film and/or shooting) in .jpg format with a minimum quality of 300 ppp (15 x 10 cm).
§ A recent photograph of the director in .jpg format and a minimum quality of 300 ppp (15 x 10 cm).
§ Biofilmography of the director.
§ 5 Posters of the film.
The screening copy of selected films will be received at the FESTIVAL DE CINE FANTÁSTICO (FANCINE) until 10th November 2011 at festival headquarters. Otherwise, organizers of the festival reserve themselves the right to dismiss the selected film replacing it with another.
Who makes the submission of a film declares to be authorized by the organization having the distribution rights providing us the screening copy and being committed of not withdrawing the film from the festival.
Organizers of the festival reserve themselves the right to reject a film in the case the screening copy does not offer enough quality guarantee.
5.- COPIES SHIPMENT
FEATURE FILMS: shipment expenses of selected feature films will be afford by Fancine organization. Competitors must send their films via the transportation company fixed by organizers.
SHORT FILMS: shipment expenses -sending and returning- of selected short films will be afford by participants in any case.
Coinciding with the sending of the copy, an e-mail to info@fancine.org must be sent in order to inform the festival of the feature film’s title or the short film’s title, the sending date and the tracking number.
Screening copies will be returned within a maximum period of thirty days after the festival’s conclusion.
Screening copies will be returned to written address in the entry form. The organization of the festival will not be held responsible for any losses or delays caused by later changes of the returning address.
6.- JURY
6.1. Official Jury
Professionals of the film sector and culture will evaluate the films in competition and will grant the Awards of the FANCINE – FESTIVAL DE CINE FANTÁSTICO. People related to production, direction, distribution or any other commercial form of exploitation of selected films can not be members of the Jury.
Dean of the Communication School of University of Malaga will be the President of the Official Jury.
A member appointed by RTVA will join the Official Jury with the only purpose of granting the RTVA Andalusian Audiovisual Creation Award.
6.2. Young Jury
Students of the University of Malaga will form the Young Jury. People related to production, direction, distribution or any other commercial form of exploitation of selected films can not be members of the Jury.
6.3. Audience Jury
Assistants to the screenings of selected films will form the Audience Jury.
The best short film online award will be granted by Internet users voting on the on-line short section at the Fancine website.
7.- AWARDS
The Official Jury will give the Awards below:
§ “Junta de Andalucía” Award for Best Feature Film, with a cash prize of €9.000 granted by the Council of Culture of the Regional Government of Andalusia.
§ Best Director.
§ Best Actress.
§ Best Actor.
§ Best Original or Adapted Screenplay.
§ Best Photography.
§ Best Special Effects.
§ “Diputación de Málaga” Award for Best Spanish Short Film, with a cash prize of €3.000 granted by the Area of Culture of the Provincial Delegation of Malaga.
§ “Ayuntamiento de Málaga” Award for Best Foreign Short Film with a cash prize of €3.000 granted by the Culture Area of the City Hall of Malaga.
§ “University of Málaga” Award for Best Animation Short Film, with a cash prize of €3.000.
§ “RTVA” Award for Andalusian Audiovisual Creations of Speculative Fiction in collaboration with CajaSol Social Work, with a cash prize of €1.500 and a statuette[1] awarded to an Andalusian producer, director or screenwriter; or for Best Andalusian Audiovisual Creation in any of the competition sections.
§ Selection of the Best European Fantasy Short Film for the GOLD MÉLIÈS AWARD.
Awards will be entirely given to the person or company who has acquired the rights for distribution of the award-winning film in Spain. In the event the feature film does not have a distributor in Spain, the prize will go to the international distributor. This can be the production company or the company in charge of its international distribution. When advertising the awarded audiovisual work, the winner company commits to include a clear noticeable legend with the corporative image of FANCINE – Fantastic Film Festival of the University of Malaga- (logo and name) referring specifically the Award received. Winning an Award means handing over a copy in digital optical format for the FANCINE’s file.
Awards are subject to current law which regulates I.R.P.F. tax. In no case an Award will be granted ex aequo. The Official Jury may grant Mentions it considers suitable according to any consideration worthy of being taken into account.
The Young Jury, formed by young university students will grant the awards of:
§ Young Jury Award for Best Feature Film.
§ Young Jury Award for Best Spanish Short Film.
§ Young Jury Award for Best Foreign Short Film.
§ Young Jury Award for Best Animation Short Film.
And, by Audience Jury:
§ Audience Award for Best Feature Film.
§ Audience Award for Best Spanish Short Film.
§ Audience Award for Best Foreign Short Film.
§ Audience Award for Best Animation Short Film.
§ “Vicerrectorado de Cultura” Award for Best On-line Short Film with a cash prize of €1.000. The most online voted Short Film on FANCINE website will win this Award. In case of draw between two or more Short Films, President of the Official Jury will have the casting vote. Organizers of the festival reserve themselves the right to withdraw Short Films fraudulently voting.
Each one of the winners will receive an honorary statuette.
The Festival organization will be able to give other awards and honorary recognitions not included in these rules, promoted by the organization or other entity which sing the corresponding agreements.
8.- GENERAL DISPOSITIONS
FANCINE – International Film Festival of the University of Málaga is hereby granted the right to utilize an excerpt from any film submitted and accepted for exhibition at the Festival for promotional purposes.
The individual or corporation submitting the film hereby warrants that it is authorized to commit the film for screening, and understands and accepts these requirements and regulations.
The submission shall indemnify and hold harmless Fancine International Film Festival of the University of Málaga from and against any and all claims, liabilities, losses, damages, and expenses (including but not limited to attorney’s fees, and costs of the court) which may be incurred by reason of any claim involving copyright, trademark, credits, publicity, screening, and loss of or damage to the screening videos entered.
Inscription or sending a film to the Festival, aside from the section, implies unconditional acceptance of these rules. The Selection Committee will decide the matters not foreseen in the rules as well as might authorize exceptions.

[1] The recognition takes the shape of a bronze reproduction of The Dilema statue, which is the Award official logo. Obtaining the award means broadcasting on any of the RTVA channels. A relevant copyright assignment contract will be signed by a period of three years, no exclusive rights intended. In order to get the money from the award it is mandatory to sign this contract, which will be subjected to current tax liabilities. Payment by bank transfer involves the acceptance of these terms. Likewise, the contract will include the free transfer of rights of reproduction and distribution for the award-winning DVD limited edition. See general terms and conditions on www.canalsur.es.
